Mojang probably made it so players cannot do this because it could break the game. The last one you listed is simply impossible because player UUIDs are different from mob UUIDs. I am going a little towards no support, although parts of this could be useful if limited.

Otherwise, I think this is an AWESOME idea. I have an obvious suggestion though:
I don't want stuff like giving custom names to players, but I would like to be able to alter the velocity of players, or 'force' them to ride mobs. The limiting idea I've seen someone mentioning earlier seems like a better idea to me.

If I'm reading your post correctly, you can simply change gamemodes by typing /gamemode <playername> <gamemode> which is far simpler.
I think that to implement this, you would need a different command (probably /playerdata as some have mentioned above). While this is a semi-old post, the ideas still apply and would be useful (though maybe hard to implement, I don't think you can send players to a different dimension just by changing a number (where would they end up in the Nether?)) so I give this a:
