I just tested the "insta-drop instant repeater" from the wiki in 1.9.4 and it seems to work fine in my quick test. What is outdated about it?

It transmits the signal, but with a 1.5 tick delay. I haven't tried it on 1.9.4 yet, so that my be it, but I'm fairly certain it won't work. It used a bug, that made it so if you pushed the piston out and immediately cut off the power, the block would move without delay. But they fixed the bug and now the delay still applies.
Edit: Okay, the repeaters are instant one-way, but I could do that a billion ways. It's only really useful if it's instant both ways.
Quite recent video, so I assume it shows correct designs
This video makes use of retracting pistons, which I hadn't thought of before. It's only one way, and might take a little working in to use, but I think I can make it work.
If anyone can figure one that's instant going both ways though, that'd be even better of course

Again, I checked the instant two-way repeater on the wiki and it still seems to work fine in 1.9.4. Am I misunderstanding what you're asking for?
Sorry, my last comment was unclear. I don't mean a two way repeater. I'm saying a one way repeater, that works when going from powered to unpowered AND when going from unpowered to powered. That's what I meant when I said both ways, not an actual two way repeater. The wiki's current design is only instant when going from powered to unpowered, but not the other way around.

Works fine in my test, both on the rising and falling edges. Here's my test setup:
When I turn the clock on, both pistons start going up and down simultaneously (along with all the instant repeaters acting simultaneously).
What test setup are you using that's showing you different results? Don't forget that you can't clock these too quickly -- you need to give the top piston time to retract then extend again before unpowering the input (so, 4 ticks on, 4 ticks off, I think) so that it's in position to retract the block of redstone.
That's interesting, if it's working for you on both rising and falling edges. I'll try testing it in 1.9.4 later today; up until now I've still been using 1.8.9 for forge and world edit. It could be that they've re-integrated the bug that makes it possible. I've actually found a way to work around it in the redstone I needed this for, but now it's just a big point of interest for me I won't be able to test it for a while though, I'll post my findings later today.

While we're on the topic of repeaters... what's the most compact 1-tick-capable two-way repeater? It's for a 10Hz binary telegraph line.
