Although I'm still not sure you understand my question, let me give an example, lets say my computer had internet access but everything was blocked my a program such as K-9 Web-Protection of Microsoft Family Safely. What websites would have to be let through in order that I could play a server?

Okay, so: Some parents/teachers and such use web-blocking software to control what their children do on the internet, my example was that if I had something like this on my computer that blocked every single website in the whole wide world, what websites would need to be allowed through my the supervisor/parent/teacher for me to play a server like the ones mentioned above. I'm sorry I can't think of a better example and that's the best I can do at explaining this one, if you still don't get it there's nothing I can do.

also webrosc hit the nail on the head, to join a minecraft server you don't have to clear webpages, you have to stop the software from blocking the minecraft application itself so that it can connect to servers.

Well I was having some security issues and I was pretty sure that playing on servers wasn't a problem I just wanted to check. Thanks for your help everybody.
servers are not websites, so it doesn't matter what websites are blocked on the computer, not being able to play on a server is down to the software blocking minecraft from connecting out, and if you are trying to bypass parental /school blocking then that help won't come easy as software like that is normally put in place for a reason and help to bypass it is frowned upon in most cases.
if you want to play minecraft on the computer thats blocked speak to the person who put in the block

Well technically it kind of is the same thing since when you surf the web your computer is requesting URLs, Minecraft dose the same thing just in the background, and while it's not accessing websites, it's still connecting to the internet (obviously). This is what I was told, so if you have an argument against it then don't blame me, but if you do I would still like to hear it for interests' sake.
