On the first page of the thread CannonFoddr linked above, sp614x says that he's waiting for Mod Coder Pack to be updated for 1.12 so he can update OptiFine for 1.12. So, the real question is, when is Mod Coder Pack coming for 1.12, and the answer is that we just need to wait.

I'm waiting for Optifine 1.12 as well, bus as for your computer specs, I have a Intel HD 620, which I believe is of lesser quality than yours. It runs some shaders just fine. However, I do have 16Gb of ram, but I don't think it makes that much of a difference. For everyday use, I use 'SFLP Shaders Lite' (45-70FPS). It doesn't have shadows, but it makes it looks great still. But then if i do want shadows, I use 'SFLP Shaders Standard' (20-30FPS). Give the Lite a try, if it runs smoothly, give the standard a shot. Also, if you want to boost your FPS by about 10, dont put minecraft in F11 mode. Put it in fullscreen where you can still see your windows task bar at the bottom.
I don't know when Optifine for 1.12 is coming out, but I'd say within a week or two. As for shaders, with that CPU, I wouldn't recommend any. My computer has 8 GB of RAM, Intel Pentium CPU N3700, and 1.60 GHz, and I can barely get my game to run at a minimum of 10 FPS with shaders, then again, my Windows 7 laptop had about the same of yours, slightly less RAM and it ran decently with Silders Shaders, so you can try that one.
I can't say exactly when it will be released, but I'm sure it will be very soon. 1.12 has been released only 8 days ago, and many mods are updated to it already... gosh! I've been playing Minecraft for over 5 years, and I never saw mods being updated to a new version as quickly as 1.12! O_O

I found one that is called slydurs I can run the high one at 20 fps maybe the standard will run at 30/40
You'll probably find that's because the code base (well, the bits that Optifine relates to) didn't change much from the 1.11 version, therefor the update was a (relatively) small one. The update to 1.12 is likely to be considerably larger, so it will take longer.

I know this is getting a bit off topic, but if you want shaders, you need a good graphics card. Your PC has integrated graphics (Which are garbage). I personally suggest either a Nvidia GTX 1050 or a Radeon RX 560 if you end up buying a graphics card. Both are around $100 on Amazon. Here is an installation guide if you end up buying one:

well I wouldn't recommend a shader I would recommend this texture pack: faithful
but I feel it will come out soon, I mean I am on a laptop sooo...
I cant run fancy shaders seus lags a lot but slydurs high is fine it is mostly 20/25 that is ok when I am not pvping or something like that
well my gpu doesn't run shaders so well but it is ok for slydurs but it lag very badly with seus
I am not complaining I am just asking cause it usually didn't take that long
