it's still an open issue on the PC side. So on the MCCE side when they say "intended behavior" do they just mean "this is broken in exactly the same way as it is on PC" or do they really intend to have a sort of little trap for redstoners where it looks like you've got your contraption wired up, but it's all going to break the first time you activate it?
Hah, ilmango just released a video about this. They allow us to place stuff on top because someone wanted to put flower pots on top of pistons, but when block state changes it pops off because the block changes from a solid one to a technical block that doesn't allow stuff to be placed on it. The way it updates is inconsistent too. If the piston faces down it doesn't pop off until the piston is depowered, but if facing sideways it pops off when powered.
As far as 'works as intended' I believe you are right, 4j just means its broken in exactly the same way as pc. There are a lot of closed reports that state 'matches pc behavior at (equivalent version number)'. Piston translocation is a good example. It was given to us despite the fact that it was already patched on pc, and was classified a bug from the beginning.
So the game lets us put redstone wiring on top of pistons, but then pops it off when the pistons retract. And according to this bug

this is intended behavior. But according to this bug
