Maybe just maybe there can be a tool that lets you make mods and texture packs and transfer it to the 360. A example is on the computer you download some kind of appliction. Then download some texture packs and mods. then you transfer it to a usb and you plug your usb into the xbox then load the mod/texture pack in game. Good idea? or no?
3 million people have downloaded the game. The forum here may have 880,000+ members, but it has only about 2,000 active, hard-core minecrafters (guessing here, but still a very small percentage) that are into mods and texture packs. The vast majority of players don't care about these things. So why would the developer add them?
There's still the problem of MS approving any additions to the program. Modders and texture pack makers (if allowed) may have a problem there. This is just my guess, but I'm thinking that mods, etc. will not be near as easy to do (or as cheap!) as it is on the PC. I would say there's a very good chance that the program your talking about will NOT be free... which means that modders and texture pack makers will have to charge for their stuff. (Think: people are gripping about $12 for the game on the xbox now- would you pay extra for mods or texture packs????)

But I agree with the poster above- there's no reason some texture packs or mods can't be included in the game itself by the developers. No complicated installing, etc. Just choose what you want from a menu. Simple.
