From all of the examples I've seen it looks like the native MCPE addons (json behavior packs) only replace an existing npc/mob. Is there a way to add or tack on an existing one such as "Skeleton", "Super Skeleton", "Most Bad Skeleton" etc without using any of the other mob json behavior files?
Or create an entirely new mob json behavior file, even if you have to reuse the existing game models?
Nope, there is no way in the crappy .json addon system to create any new mobs without overriding current mobs. If you want to make a new Mob, look into ModPE or even better Native Mods.

He's wrong lol sorta. You can change variants of each mob. For example, I have 5 mobs with vanilla behavior, then I can transform them into a different version of themselves, and not only that you can also create boss versions of that same mob. Each of those different variants can have completely different attack too - a complete different behavior set.
So let's see, I have 5 mobs in my world, the adult mobs are vanilla. 1 The young adults, 2, adults, 3 strong, 4 bosses, 5 guards.
That means I have on my world 5 mobs but each of those 5 mobs can turn into 4 other variants. That's like having 25 mobs for just 5. You would be amazed at some of the stuff I have made on my world. The only thing you can't do is set a specific model for each of those mobs, but you can change their color and variety for each of the type that spawns.
In my world it's like I have over 70+ mobs. Each with their OWN behavior, their OWN skillset, their OWN attacks and intelligence. It's really like an entirely new game.
So it's not exactly as AndyPE said, you're not left entirely out of the dust here. You just have to be good at putting .json files together.
It's too bad that we can't actually ADD ON any new behaviors files, which makes me wonder why they call them "addons" when you literally do not ADD anything on, you just replace. They should be called REPLACEONS lol adding and replacing are entirely the opposite.

I've gone all the way down the rabbit hole to look at custom hacking on Nukkit to get what I want, heh heh
Regarding the json files, would it be possible to perhaps extend a mob similar to villagers or are all the variants hard coded?
As far as I know, even variants are not customizable through .json addons.
