you deleted the .gradle folder from your user directory C:\Users\<Your username> I am assuming. If that is the case than shift and right click your mod development folder (aka workspace), click "Open command window here", then type "gradlew setupDecompWorkspace <IDE>".
The IDE would be whatever IDE you are using (ie eclipse). Let me know if you get anywhere with that. If it doesn't work I have another suggestion.

I think he wants to say that you don't just install the new version but also set all variables to point to the new location.
right the VM (virtual machine) is most likely gonna be located in the "Program Files (86x)" rather than just "Program Files" and eclipse probably needs to be directed toward it.
