You said this pack was made to encourage people to play Reika's mods. This DE/HEE End does the opposite. For discouraging people to progress further than a certain point in ChromatiCraft, I couldn't imagine a more effective measure this side of technical issues, even more so for someone with a builder mentality. Gating ChromatiCraft progress beyond a swarm of dragons is insane. This isn't "more interesting", it's just way, way more difficult. If I find any subversions, I will most certainly keep them to myself.
BTW, as a general comment, I think you shouldn't consider it your task to make your pack as difficult as possible. ..... ..... You do want people to play it, right?
Uh, possibly a stupid question, but are we sure the "several dragons at once" thing is intentional? Clearly it's happening, but I've never heard of HEE or Draconic Evolution doing that, and I didn't see any mention of it in the changelogs. Nor do I see config options in either of those mods for "number of dragons", and this strikes me as the kind of "feature" that would definitely be configurable.
'Cause, like, that's a lot of dragons. HEE already makes the dragon fight significantly harder; it'd be a very weird decision for either the mod author or Haggle to say "you know what, we need four more of these".

I got seven (!) dragons when I entered the End for the first time in 2.7.2 - I know the exact number only because they dropped DE dragon hearts. I got pushed around every second at times. After I cheated my way through that fight I deleted the End and went back, and only got the usual one dragon, upgraded with a new AI and a wing buffet attack as the others had been. That is still more difficult than I like, but doable.
I thought it was DE doing this, but it may have been a glitch.

The chaos dragons can drop more then on heart. Likely what happened is you got a bad end spawn and had to fight both a chaos dragon and the regular, albeit harder, ender dragon at the same.
I am fairly certain that more then 1 chaos dragon cannot spawn together.
Really, to fight a chaos dragon, you need a full set of draconic armor. To do that, you need at least 2 hearts to craft a minimum of 7 blocks of awakened draconium, 700+ draconium ingots, 16 or so nether stars.... ya, pretty expensive but that dragon is the most difficult fight in all of modded minecraft. Maybe botania rivals it at this stage but i doubt it.

I didn't have a chaos dragon. I would've known that (and probably died before I switched my game mode). I had seven HEE-improved Ender dragons on the main End island who each dropped one heart. If this was intentional, I maintain it's insane and absolutely not interesting except in the worst possible way. If not, ok, bugs happen.
@Haggle:
I do like DE as a rule, but I think it doesn't fit the pack's theme.
Fair enough. I would chalk that up to a bug then. I have never seen that happen before...
I tend to disagree with DE fitting. I mean, botania is in the pack. If there was a mod that didn't fit thematically I would think that would be it. A close second would be chormaticraft in my book; the more magicy of the magic mods.
I am OK with both of those and indeed with DE as they expand the content and the world in ways that do not conflict and in ways no other mod does. I think DE duplicates some things already available and some things are too OP in my book regardless of cost; like that crazy chest.
I was disabling most of DE when I was trying to fit it only to maintain what haggle wants to do while adding the singular feature I wanted. I rather like what haggle has done to DE. It is simple.
All in all, most of the rest of minecraft has been modified in some way to make it harder in this pack... except the end... until now... I like it.
Here are some of the things I think should be disabled in DE to "balance" it with the rest of the pack...
reactor - the complexity of reactorcraft and the conversion into RF will cause it to be avoided if there were any other way to generate this much RF/t; even into late game.
chest - everything in a block; not a good idea i think
mob mechanics; spawner/grinder - i think reactorcraft/thaumcraft mechanics make more sense and already exist
energy infuser - if there is an alternative (i haven't looked)
safety match - fire should spread
crystal energy net - not sure about this one. It is neat and all but would make conversion into electricraft and usage of superconductive wire for long distance transmission unnecessary

Yo, good news: I figured out what the deal with the multiple dragons is. Simply turning off ChC's "always respawn ender dragon" option fixes it. (I think; I've only tested once with and without the option, but yeah.)
You shouldn't really need that config option to be on anyway, since both HEE and DE have ways of either resetting the End in survival or resurrecting the dragon.

I pushed an update a few minutes ago that turns this off. Reinstall 2.7.2.0 to get the updated configs (it addresses a couple of other issues).
edit: okay, I'm laughing pretty hard. I correctly guessed what the "alternate way" to get a lot of draconium was (though I won't say it here) and I was worried that it'd trivialize the whole thing. Checking the "alternate way" in NEI allayed those fears. Good lord, those are big numbers.
I looked into this and found what your talking about "I think"... I am not sure how I would manage it honestly. It is an order of magnitude more then anything I have ever seen which itself was already 4x or so more then anything I have been able to do. End game indeed.

Happy day!! On my main world, the one I started with and spent SOOOOOO very much time looking for aluminum; I finally found some. It is only 3000 blocks away from my home base and 2700 blocks away from spawn :|
Do you always play with shaders; or was that a nice bonus for those pic's?
I like shaders myself... except for what they do to F7; the light level/spawn indicator. Last time I played with shaders, that didn't work and for everyday stuff, I rely on that functionality.
Use Light Level Overlay Reloaded instead, along with this resource pack I made for it (to replace the silly numbers with red X's just like NEI's overlay does)
Haggle, may I ask what is unique about your EnderIO build in this modpack?
Those Gun Customization clips not stacking is a real pain... I noticed Stackie has them commented out. Has issues? A bug with GunCus?

One tiny change to the 426 code: ChromatiCraft passes in a bad blacklist item for the travel staff...it has an _ instead of a : between the mod name and the block name. I just repair it so it doesn't crash. I plan on reverting to mainline Ender IO once either EIO doesn't explode on the bad data, or CrC stops sending it.
GunCus would take 1 bullet from all stacked clips, so it was useless without the author making changes. Hence it's commented out.

Great minds, my friend. Great minds...
Heh, I assumed that one change would be enough, so I didn't bother reinstalling the server; I just changed the one config. Went into the End again on survival... found four dragons waiting for me.
I killed one of them (after ~10-15m of fighting) and then fell to my death a few seconds later. I was so close...
edit: Went back and creative-killed the other dragons, since I figured I had done more than what was ever intended for this part. (Looks like there were three vanilla dragons - one of which I killed - and one HEE dragon.) Time to explore the End! ...or the cratered remains of it, anyway.
Guess I'll have to reset another time if I want to get those ender crystals.

Fair enough, then!
Thanks I'm back helping Dulciphi with a new server loosely based on Rev2, Rev1, and some of her previous modpack work; centered around my AncientWarfare2 fork (soon to have MyTown2 components integrated with it) and a few other mods that will provide a "invasion" game mode... will be sure to let you know if I discover anything interesting!

The hunt for an ocean temple continues...
That's about a 4 km by 4 km square. It's been a couple hours of nothing but ocean searching I did see something earlier in the thread about how they can sometimes spawn underground, but excavating ~8 km^2 of ocean floor could take a very long time.
BTW, I saw something in the most recent changelog - "improved the circumstances in which ChromatiCraft temples can spawn". Curious, what does that entail? I ask because most of this was generated before 2.7.2.0 - if the change made 'em easier to find, am I wasting my time in the pregen'd area? It's tempting to only search "new" chunks, but I have to weigh that against the cons (slow world gen, hard to see under the ice 'cause it's winter).
Kataiser, we're working on making temples spawn even more common. Right now, they only spawn under a rare circumstance, and only in biomes with the word 'Ocean' in them (so, deep ocean, ocean...not kelp forest or coral reef). And they're pretty easy to see on the journeymap -- they look like an L-shaped building. I don't see any stand out on the map above, but it's not great resolution.

Got it, thanks for the info. (And yeah, I turned on the "bathymetry" option to try to find 'em on the map - had to lower the resolution for upload though 'cause my internet is mediocre.)

I think one component of it makes this basically useless, considering that the parts of the relevant mod that make the component feasible to acquire have been disabled. Where do you find draconium normally, btw? Apart from dragon drops, that is.
