It calculated the chance by dividing the number you put in there, and then dividing it by the looting level +1 (so if you put in 20, and you have a looting 3 sword, the chance will be 20 / (3+1) = 5)
So if your chance is 5, that means that there is a chance of 1 in 5 that a head will drop (aka 20%)
The default chance is 200, so that means if you kill a mob with a looting 0 sword and the default settings, there will be a 1 in 200 chance that a head will drop (0.5%).
Did any of that make sense? Im not very good at teaching XD

You can also just kill mobs with a charged creeper for 100% drop chance!

The game will pick a random name from the list of names in the config file. So just remove all the names you don't want (there's a tutorial on the OP on how to do that)
About the loot chest weight, is it a percentage or does it use a formula? And does it affect mod loot chests, like Thaumcraft's? I have it set to 100, but after generating a bunch of worlds (tweaking worldgen, not specifically testing Headcrumbs) I've never found a head in a chest.

The loot weight value is not a percentage (as far as I know), the bigger it is the more common the item will be.
if you set I:"Player heads loot weight"=100 then you should find plenty of heads in chests.
But I don't know what mods you have installed, one of them could be interfering with loot gen. Works for everyone else...
Well, I spent some time flying around in the Nether looking for a fortress, but when I finally found one none of the chests had non-vanilla loot in them. I'm going to reinstall and try again.
EDIT: Fresh .jar and config file, still nothing in fortress chests. What mods are known to cause problems with loot generation? It's worth saying the mod is definitely active; I get the celebrity mobs and random head drops.

Forge doesn't allow adding loot to nether fortresses. You're going to have to look for them in other chests.

I saw a question about Mo'Creatures integration awhile ago and I was wondering if you have given any more thought into it? I know DrZhark (MoC) tends to be somewhat restrictive with his mod so I was curious if that was the reason why it hasn't been done. Also, on a side note, the Aether mod supposedly will be updated to 1.7.10 soon (though they've been saying that for awhile..), any chance on Aether integration as well? There's only a few mobs which would probably qualify but it'd be nice. Thanks for such a great mod!

Sorry if this has been already asked but is there a chance to give headcrumbs offline availability like the mod saves the skins used for the heads in a folder perhaps? thanks in advance

Edit: It could work, I remember testing it and it behaved weirdly... But a quick look at the code suggests that anything bellow 255 should work.

EDIT: With the help of Finder Compass and several new world, I can confirm player heads are not generating even in vanilla dungeon loot chests.
Then you must have a mod that is interfering with chest loot generation. Because they are being generated for me.
