The Lucky Block is protected by Australian Copyright Law. You must follow the guidelines below.

- Create public modpacks using the mod. You are allowed to continue to maintain modpacks created prior to the 1st of January 2015.

So far the only exceptions have been the one pointed out in the first post. Could be the exception they mentioned was just that, or could be they were lying. By some chance, they might even be right and did get an exception - though the original post would have likely added that detail to the Terms if that were the case.
As you yourself pointed out - we'd have to get an answer from the author of the mod itself, since you can't always be sure if third parties are being entirely honest or not.

Well you can't put it in a Public Modpack. So the server needs to be modded but not using a mod pack with Lucky Blocks made after 2015. Which means that they can't release a download with the mods included but you have to download it physically yourself.
How do you make a customization/add-on for the 1.7.10 version? It works normally and creates all folders except the addons folder but wont do the custom/add-on one!
