Found that out, haha, might have edited the post after you commented. I have tried editing the .png file directly through ms paint, and any updates made are negated, as logging in through the optifine profile re-downloads the icons.png file. Again, this is through the vanilla texture, and persists in any texture packs, as well as the visual glitches above my health and food bar (see edit above) and some other weird visual glitches I have come across, such as the underline under these buttons that has never existed before
Looking at your images more closely, it looks like the bug is happening in game rather than with the textures, as everything is scaled 4x but the bleed is only 1 pixel. Also the hearts would be cut off if it was an offset issue. What are your video settings for OptiFine?

After some quick tests with the video settings, it appears to occur after pushing the anti-aliasing software past 8 (12 or 16) causes this glitch. Other than that, my system still handles the software at 16 with no issues. If you'd like I can provide the rest of the settings, but I believe this is the issue
With Optifine installed, I have this odd bar constantly under my crosshair, the only fix I've found recommends deleting the assets and versions folders, which uninstalls optifine. This picture is taken from another forum post but is the exact same bar I see with optifine installed. Any ideas? I have tried optifine 1.11 HD U B1 and B2, both have the issue
Edit: The post this picture was taken from would not solve my issue (reinstalling minecraft was the solution), but the user did not mention anything about optifine. Without optifine this issue does not occur
This is a side effect of Antialiasing and currently there is no way to fix it.
You could try to edit "icons.png" and clear one line of pixels below the cursor. This will affect the server ping icon, which is not critical.
It makes use of custom animations to add animated elements to mobs, sun and moon, and also the title panorama.
Also keep in mind that even if you're keeping the vanilla paintings and want to add animated textures onto them, you still need to have a target file for the animations to be pasted onto. (In this case, the paintings folder must have a paintings_kristoffer_zetterstrand.png file in it in order for the custom animations to work)
I haven't gotten it to work, unfortunaly. I think it likely to be an abandoned feature.
Animated paintings do work with Optifine. I've seen them while doing reviews of resource packs. I suggest making a thread in Resource Pack help containing everything that you've got (images, properties files, etc.). Hopefully someone will be able to help you.

(This causes some issues with signs in v1.16)
Probably because tile block entities (signs) are closer to blocks (fixed to the terrain) than to entities (moving around).
Historical reasons, some shader packs might break if changed.

Internal folder for shaders not working. I just copied shaders ("shaders") into "shaderpacks" folder.

no matter what i do i get told that OptiFine_1.8.9_HD_U_H6.jar is an invalid or corrupt jarfile. any ideas why?

You have to first run the Jar, then you place "OptiFine_1.8.9_HD_U_H6_MOD.jar" into your mods folder.
