The "dynamicHandLight" should still work, however it disables only the OF dynamic lights.
It does not affect the shaders, they still receive "heldBlockLightValue" and "heldBlockLightValue2"
So basicly I'm able to allow or disallow OF dynamic lights? I thought I could toggle it. (dynamicHandLight=fast|fancy|off) (Enabling OF dynamic lights would allow me to render most things in one file (gbuffers_textured))
So given the giant copyright notice that states you need permission to redistribute Optifine in any way I'm going to go ahead and say, yes, you do in fact need permission to include this in your mod pack.
I suggest that in the future that you read the copyright notice attached to a work and then politely asking for permission if the copyright notice or license requires it. Also, if there is no license, assume that the work is released as All Rights Reserved as specified by the DMCA, and that it is not for redistribution in any form whatsoever without the creator or copyright holder's permission... just like Optifine is.
Thanks. I did read the copyright notice but it makes little reference to modpacks. I was kind of hoping the author was monitoring this thread and could reply themselves. Possibly a little much to ask. I’m guessing loads of people use OptiFine in modpacks so it's weird it's hard to find direct reference to this usage.

Does it really need to be explicitly spelled out? I'd think "under any circumstances" would include mod packs.

So, OptiFine has an un-toggleable feature that I would like to be made so you can toggle it. It adds new shaded textures to swords and axes. This looks great with the default resource pack but it looks terrible with any pack that changes what tools look like, for example, my fancy shmancy 64x pack. Here you see the pretty pickaxe, the pretty hoe, then bam, a comparatively ugly axe and sword. Maybe you can toggle this and I'm just stupid, but if so, please let me know.... and if not, here's an idea for a new feature!

Most probably the resource pack has textures that have not power of 2 dimensions (16, 32, etc.) AND you have enabled mipmaps. Then the game automatically scales the non-power of 2 textures to power of 2 sizes.
Either resize the textures to power of 2 dimensions (16, 32, 64, 128, ...) OR disable mipmaps.
There are a lot of posts here and have been finding it hard to keep up, so sorry for the annoying post, but is OptiFine ready for 1.11 yet? No problem if not, just couldn't keep up on the thread

Those are textures from my resource pack, haha... I had to put items on a resized canvas for some features to work and didn't want to rip the texture directly so I repainted them.
I was having the same issue. It should be an easy fix.
Just make sure none of your files and folders have any capital letters in their filenames and change your resource pack version in pack.mcmeta from "2" to "3". Should fix all of your issues.

At optifine.net/downloads I see what appears to be a release version of 1.11 HD U B2 (01.12.2016)
When I install it it still says it's a pre-release?
