The only layer I have on my skin is a mask, and I am 99 percent sure those existed back then. But thanks, I will have to look for that.
Even if you aren't using the excess layers, they are still there in the file, just empty.
The image itself is physically bigger for 1.8 skins and isn't arranged the same, so the file wouldn't read correctly.

This is a bit old but the reason why skins don't work in older versions, prior to 1.7.10 (previously 1.3), is because the skin server no longer exists:
You have to use a resource or texture pack to replace the default skin with a custom skin, which is what I do in 1.6.4 (actually, I did this ages ago as a countermeasure against normal server disruptions and only found out about this when somebody else mentioned it, and replaced the skin inside the jar itself since I modded it anyway; the latter is not recommended if you are not modding it since modding jars is rather complicated, unless Alpha/Beta versions did not let you change it with a resource pack).
I have been playing in Minecraft Beta 1.6.4 recently but my skin will not show up. I know this is not a glitch, but is there any way to get around it?

Isn't that because that far back, you had to actually change a file in your Minecraft folder to change the skin?
There's no such file anymore since skins now run off Minecraft.net for multiplayer purposes.
That would explain why they removed it.
I don't know what specific folder it was in, but I believe the skin file was called char.png.
Also, are you sure you're using the proper skin file?
After 1.8, the layout of the skin file changed to make room for the extra layers.
For playing older versions, you need to use an appropriate skin file.
The older skin files didn't have the jacket layers, and only had 1 arm and 1 leg design that was mirrored.
