Did you upload it to minecraft.net as "classic Steve player model" or as "new Alex player model"? I understand some skins only work with one or the other. (see below)
Hmmm, I think I'll try downloading your skin and working with it. I know if you have this type of problem, others are bound to have it as well. (who knows, I may encounter the problem myself in the future and be forced to fix it)
I think I fixed it! Turns out, your Alpha Channel had merged with your head phones. So I removed the alpha channel and re-added it, then changed your headphone shade a tad to prevent it from mixing with your Alpha. I uploaded it as my character and it worked. Here it is attached, try it!
Yeah, that definitely seemed to be the issue for the skin.
The pixels I removed were in the highlighted "dead" area as they called it.
The forums are full of people having this exact issue with the skin. I filed this bug report a long time ago but the moderators just aren't doing their job in fixing it, which annoys me badly. Would you mind sharing your experience with this skin in a comment under that original bug report to back it up once more?
I added headphones and cat ears to my skin on the second layer, but they do not show up in-game.

I opened up your skin, and everything is in the right place.
I can see your second layer just fine.
Check your Options in game.
You might have the Hat layer turned off in the Skin Customization menu.
The hat is enabled in my game menu.
What program did you use to create the skin? I use MC Skin edit for mine and I haven't run into that issue yet...

I've reuploaded it multiple times and the hat layer still does not show up. I used a pixel art editor to make the skin.

I've designed the skin with the Steve model in mind, and uploaded it using that.
Hmmmm...maybe try uploading it as "Alex", but I'm not sure that will fix it.

I think I have fixed it.
I tried out your skin in game, but it wasn't working (I previously only opened it in MCSkin 3D).
So I opened it back up in MCSkin3D and had a closer look at the actual skin map.
I realized you had a row of white pixels in an unmapped part of your skin next to your left arm bottom,
When I got rid of these unmapped pixels, it worked just fine in game (as seen in the screenshot).
I have reuploaded your skin now that I know it works.
For some reason, those extra pixels on the unmapped part of the image were messing it up.
Oh the image had to have an alpha channel...that was the problem as I had saved it with a standard transparent background.

I have the same problem and can't find a way to fix it, could someone help please ^^
