Tip #2: Do NOT use a lot of colors, or neon colors. It hurts the eyes and looks bad. I would say, just don't do it.
i agree that the skin shouldnt be completely neon, lots of skins are brightly colored for a reason: they are based on brightly colored characters. Also you forget that the neon contrast effect is one of the more visually appealing techniques when used properly.
Tip #3: Do NOT make a skin that has hundreds of skins made for it. (Ex. Yoshi, Mario, TMNT) ,unless it's every different.

What i do is something called Silhouetting. i take an skin, remove all the color so only the shapes remain, and use parts of it for a guide in drawing my own skin. but never actually use someone else's skin parts.
If you are at the point of asking for bumps, then i see no reason why not to hammer out my issues with your guidelines.

Well, I never said to UPLOAD the edited skins. I see the point with the neon and colors, although, I havent seen them often, and even then, this is more of a beginner guide.

I would also like to point out that the GIMP works pretty well. It's an free alternative to Photoshop. Anyway, I vowed to only make my own skins, or edit ones of the internet, but to never just rip one of a skin site. My old skin sucked, but I'm pretty Satisfied with this one. I changed the color the hoodie from gray to white and tan, and took the pants from another skin. Then I changed the color of the hair and eyes to match mine, and changed the mouth. Here's mine. (I may change the mouth a bit)
Note that it's been blow up to 400x200 pixels so, some stuff may be blurred/distorted.
Oh, and the smudge tool helps a lot in GIMP, but you have to (Possiblly) flatten the image and then add and alpha change and erase stuff again.
Tip #12: Remember, Hats go under armor. So hair or ears make since with armor.

What exactly does the "burn" tool do in MCSkinEdit? And should I ever use the "add noise" feature?

The burn tool lightens and shades your skins, not on one single pixel, you must use more than one pixel for it to work (Drag mouse click) And Ive NEVER seen a 'Add noise' Feature...Because Minecraft players don't make custom noises.

And getting a sticky is no simple thing. It requires getting a lot of support from a number of people or staff members.
