I randomly found this thread through someone's sig. My skin had shading before and I was happy with it but then I tried out this technique and it just looks a lot better, a lot more natural and I'm a lot more happy with it now.
EDIT: I forgot to mention that I was successful in using this method in Paint.net. So yes, it does work.
Also, a quick way to get a textured look, is with gimp, (if you have it) just make a new layer
and apply Filters>Render>Clouds>Plasma and de saturate it, then set the layer mode to multiply (or burn if you like).
You can adjust the strength based on the opacity.
