I made my own 1.18.2 texture pack using cit. Optifine version is HD U H7. Paper version is 349.
When I hold the items by myself, I can see the cit textures correctly in singleplayer mode but the issue is when I run it on my paper server, I only see the vanilla textures instead when i put them on armor stand or my friends hold them.

This is likely an issue with the server not sending data to the client. It's not something that can be changed so far as I'm aware. The server limits what it sends to the client to save on bandwidth. That is, if the server doesn't think that data will be relevant to you it doesn't bother sending it.
Remember that Optifine is a client-side mod and so only changes how the client works. It can't force the server to send information on which to base CIT changes, even if it would be able to use that information.
Actually I just found a way to solve this problem. It is an option in the config file whether you want to show it or not. If anyone is having the same problem using the Paper server then go to the config file and change the value of hide-itemmeta and hide-durability to false.
