Does anyone have any idea if this could still be done? I've tried to reverse engineer some packs that changed swords and dogs depending on what you name them, but I can't figure out how to translate that to chests. Any ideas?
Chests can't do that cause it's only for items. The feature you described is called "Custom Item Textures" aka "CTI" it's an Optifine feature which allows you to assign textures to items by defining parameters like "damage" which is durability, "stackSize", "enchantmentIDs", "enchantmentLevels" and "nbt.display.Name". Sadly this feature is not available for blocks. I may be wrong, but this is my experience. I'm quite sure you can make them biome specific though.
