For example I want someone with 4 arrows to have an item texture with 4 arrows in it, etc. I've seen videos on this but I want to make sure this is still possible in 1.12/1.13? This is not presently and never has been possible without the assistance of a mod. Vanilla Minecraft doesn't allow for alternate textures to be keyed off of most variables unless they explicitly add it. Sadly, stack size is not such a variable and so it remains impossible.

No worries. Bad news is knowledge and knowledge is good. I'm in bit of a need of a resource pack mentor. Taking on a huge project right now and really trying to figure out what the absolute limits are with a vanilla (no mods) resource pack. You said stack size is not such a variable... Can you list the others?

It'd be shorter just to list the ones that do work.
Durability works for most tools.
Position relative to spawn works for the compass.
Time of day works for the clock.
Percentage of total pull strength works for the bow.
The fishing rod can display a different texture when cast, but there's no transitions. It's just a binary 'this or that' calculation.
That's all the ones I know about. I hope that helps you.
A couple other notable ones from that list are (for shields) whether the item is being used to block and (for ender pearls and chorus fruit) the cooldown time until the item can be used again.

Thanks a lot for that link! Are you currently working on any projects? What is your experience with this sort of thing. I'm working on a big project and one of my responsibilities is basically to figure out what the maximum amount of texture variety, customizability and space (for EVERYTHING-- blocks, items, entities, etc.) we can squeeze out of a VANILLA resource pack so our players only have to download the pack and not need any mods. I'd love to be able to chat with you if you know more about the subject!
I haven't even made any item models using model overrides -- I'm just familiar with the wiki and the general ideas of how models work -- so I probably wouldn't be the best person to provide help with practical applications of these things. :-P
