No matter what version or pack I download, I can't use packs. SOmething that might be part of the problem is whenever I download a pack for some reason I get 3 files instead of one. I get a folder filled with resource pack stuff, a png with a single image and a mcmeta file.Yes, I use optifine.

Sounds like your browser is unzipping the file you download for you. This is an extremely dangerous behavior as it exposes you to viruses. Executable files can't generally infect a computer while they remain compressed, so unzipping them automatically is definitely a poor design choice. I strongly suggest either figuring out a way to disable this behavior, or else switching to a more secure browser.
Regardless, you should ALWAYS have a .zip file in your downloads that you can place into the /resourcepacks/ folder and select. You should NEVER need to unzip a resource pack. If you don't have file types showing, make sure you double-check that it says the file is a compressed zip file. If it's anything else, delete it. It's either a virus or the pack creator was stupid. Either way, just get rid of it. Same if it doesn't show up in the menu after moving it to the proper folder. (Use the button in the Resource Packs menu to make sure you're putting things in the right /resourcepacks/ folder.)

I use chrome, so that's strange. I'm going to try using firefox and see what happens.
