Hi I was wondering if someone could help me here. I know that it is now possible to make blocks and items have different textures based on data values, but how do you do this. I can't find how to do it. With the new addition in 1.12 for custom crafting I thought that it would be cool if I made a crafting recipe for red nether brick stairs. Now I know that there are no red nether brick stairs in game so what I want to do is take nether brick stairs, change the data value, and make it have the texture of red nether bricks. How do I do this?

You don't. All of the data values in Minecraft are hard-coded to associate to particular blockstates, which are themselves hard-coded. You can change the texture or model of an existing block, you can't just invent new ones without proper modding. The ability to do this was actually removed in 1.8 when the current system was implemented.

This guy added a bunch of new random textures to blocks. How was that done? This Is what I want to do. I want to have nether brick stairs have a state where the texture is red nether bricks and not normal nether bricks. It has to be possible because the guy who made the above resource pack made the brick block along with other blocks have alternate textures.
He uses Optifine. I wanted to do what he had done with the grasses for a "realistic" witch brewing command block setup. Which isn't possible at the moment (or at least very complicated).

Vader's resource pack actually does not use OptiFine. His pack modifies the built-in blockstate files so that textures will be randomly applied w/ weights and stuff. It doesn't involve data values. I think you can only apply custom textures and models based on data values to items.
I also am trying to figure out how to do this but I am on Windows 10. This pack you can find here http://mcpedl.com/astronomic-expansion-addon/ adds many new items in the game by using what I believe are flowers with different damage IDs.
If you guys can lead me to a different thread if you know it I would much appreciate it.

You simply can't change textures using MCPatcher, only stuff that retains NBT data.
