I'm pretty new to all of this, and I'm not super tech savvy, but I managed to edit the resource pack I was using to have variation with the wolf mods. The problem is, every time the block my wolf is on reloads, it changes the skin again to one of the other variations. Is there a way I can fix this problem? I'm using optifine.

Nope. Optifine doesn't cause the game to save entity data so the game has no way of remembering which variant it used. As such it'll choose a new variation each time the entity is loaded into memory. There's no way to fix this other than to change how the mod works which would remove it's client-side-only status and generally be a bad thing.
