I came back to check on my texture pack and see what was changed after a 1-2 month hiatus. I booted up my texture pack world to be greeted with the Garry's Mod blinding "texture missing" texture. Any idea what is causing it, as far as I can tell, all the "missing" blocks are the same grass blocks as the working one.

I tried it with 14w11b (with both versions of your pack) grass displays fine. If you made some sort of changes, unless you upload that file so we can test for it to try and see what the issue is, I can't help you.
Also, some issues in your pack you should fix:
Delete the sound folder, they take up a large majority of your pack, and are unnecessary bloat taking your pack from 2MB to 7MB (which, for me with slow internet takes the file from "this downloaded almost instantly" to "I forgot about that". Rule of thumb: if you don't edit the file, don't include it.
Your redstone colormap is not loaded by MCpatcher. The names are wrong, names should be in all lower case. You have:

Your grass may have a metadata of 1, causing the missing texture (this can happen in Alpha maps, I have heard). To fix it, you can replace all the grass with the proper metadata in MCedit.

I already know what map you use, it's copperdomebodha's test track map updated by Lilyo updated by Steelfeathers, I have that map myself.
I can confirm what Kwerti has said, grass renders incorrectly in the map, even in default. So it's not your issue (directly, at least).

Still tons of stuff you haven't changed that you could trim out. I should also mention that this not only bloats your pack, but also ruins your pack as an "override" pack in 1.7+, because the default files won't be filled in by lower packs in the resource pack stack. This means that your pack will only be useful as a "filler" pack that gets overridden by other packs.
