I want to make a modded server with all my friends but most dont want to or dont have access to mods. The solution I have though of is recource packs. On other public servers I have played some give of a modded feel even though all that has been done is added texture packs and commands. How do you do something like that? Could someone with little to no game altering knowledge like me set something like this up?

Keep in mind that at least some of what you've experienced might also be server-side plugins as well. There's a lot of different layers of stuff that goes on to make servers do some of the crazy things they do. Some in-game, some outside of it.
But to answer your question, no, resource packs explicitly cannot affect gameplay on their own. Not outside of changing the visuals and audio anyway. Changes to how the game playes are the domain of data packs, mods, plugins, commands, and other such shenanigans. That said, a good resource pack is essential to making those things work seamlessly together for a good user experience so it's not like you can be completely without one either.
You can't change gameplay, but you can add models which can make a pretty big difference for users. If you want to get really cheesy with it, you can even use models that are far larger than their base blocks (though the hit box doesn't change). So you could place a diamond block and suddenly there's a full size, fully detailed Ford Mustang on the ground. Purely decorative, but depending on what you're going for could really transform the experience on the server.
