How to make a texture appear when there are 2 or a few specific enchantments on the item, if there is one or not, then the texture will not change?
I can't do it through enchantments, but it seems you can do it through "nbt tag". please tell me how to do this or is it even possible?

First, retexture two items. The first item is the original item texture, the second is the texture after the enchantments.
Take note of what the two items are called. For my example, I will be using kelp and seagrass.
Second, convert that to a resource pack, and put that in your resource packs folder.
Third, open Minecraft, open a world (or create a new one) and type in the following:
/give @p command_block
Fourth, place the new item in your inventory called "Command Block" (or, well, the orange block with blinking lights).
Fifth, right click on that block and--
