The loot tables I made were just designed to incorporate the texture changing features, but stuff editing mob drops or changing an item's data to add special abilities is not something resource packs can do.
As for other CIT packs out there, I've only seen two on PMC so far, but I can't remember the specific names. One adds an assortment of Terraria items to the game, while the other adds an assortment of Super Sentai items. That's about it though.
