My problem is when I download my texture pack that I want and I put it in the folder where it is suppose to be. I go on minecraft and it does not show up in the available resource packs. To be clear, you opened Minecraft, went into the main menu, clicked Resource Packs, and then clicked "Open Resource Pack Folder" at the bottom of that menu to open the folder that you'd paste the .zip file into... right?
Chances are if that doesn't work, the pack is improperly formatted and your friend is fixing it on their end. I suggest bringing it to the pack maker's attention so they can fix their mistake instead of making you do all of the footwork. You mentioned you downloaded it from a video? Chances are it's a stolen remix of another pack, and that the person in question didn't really know what they were doing because they have no vested interest in getting it right since it's just a promotional thing for their channel. Particularly if it's a "PvP" pack, it's almost certainly someone who stole textures rather than making them. If that's the case, then you're probably out of luck unless you want to fix it on your end.
If I misread that and it's a pack that you downloaded from this forum, please post a link and someone can take a look at it to make sure it's formatted properly.
They've archived it improperly, specifically they used a .rar which Minecraft won't read, it should be a .zip (with the same file structure) instead. Perhaps they are not aware that resource packs should be usable without needing to extract?
Honestly, you should just use a different pack. However, if you must use this one you'll need an Archive manager like Winzip/7zip/WinRAR etc to extract the archive. The issue here is that different archive managers extract archives differently, and sometimes they have options that differ as well. You need to extract it in a way it will end up like this:
