(we're allowed 4 colours for this, right? The NES allowed for 3 colours +transeparency for each sprite on top of a background colour, so I'll say the light grey is the background)
I'm also going to call my pack 'Nostalgia Emulation System'

Technically no, but since it's just for your pack.png I'll look the other way. Hopefully the other judges will too.
1) The contest isn't over yet.
2) You need to post a downloadable pack and at least three screenshots to enter.
3) From the dithering I'd say that this pack is larger than 16x, so it's disqualified.
Drazile, really liking your stuff, but that dithering in that gray stuff chet my eyes, you should make it less plan. And I agree with Alvoria at pack logo.
That grey stuff is quartz, and I myself quite like it.
Also, do you mean that you approve having four colours in the pack.png, or not?

No, I don't approve. At least not from a rules standpoint. It would technically disqualify you. However, I will ignore it since it's a very minor part of the pack, and will strongly encourage the other judges to as well. Honestly DQing someone over their pack icon is bad form... even if it is technically correct to do so.
I'd love it of the other judges chimed in on this issue.
I rather like dithering in retro-themed stuff, but I feel like the quarts needs a third lighter shade. Would help the column look more round and the whole thing more bright quartzy and less dull stony.

I'm almost 100% positive that this have been suggested before but i'll suggest it again anyways
JUST A REMINDER: There's less than a week left of this contest. For an entry, you must post a downloadable pack and a minimum of three snapshots in this thread on or before January 31st. (Some leeway may be given to account for timezones)
Don't worry if you don't have a lot done. As stated in the OP, you will be judged based on what you've completed. While a more complete pack is more likely to impress the judges, a high-quality pack with very little done still has a strong chance of winning. Don't be afraid to submit your work in progress as an entry!

Tiling two dithered sides next to each other doesn't look the best (if top right was tiled horizontally). I'd go with bottom right.

I only have like, 16 textures. Among changing computers, becoming interested in my year-long WIP pack, and starting to work 40 hour weeks (at a fast food place for minimum wage, I might add. :/ ) I haven't really had time to make progress on it. But I think I'll keep working on it, or somewhat edit it to work with some other palette/idea. I don't think it's really 'enough' to even post in a contest with no minimum.
With a scant two entries, this contest comes to a close. Right now the judges are writing their critiques and rating the entries. We'll be announcing the winner hopefully within the next few days.
Thanks to everyone who submitted entries, and also to everyone who participated in any way. Whether it was submitting work in progress textures, or just commenting on other people's screenshots and progress. While this contest has come to a somewhat disappointing conclusion with the lack of entries, I still appreciate all of the support this community has shown. Thank you all so much!
The ones that don't look like hoes
I had an image of a hoe in my head, but I was actually thinking of a snow plow *facepalm*
I'm not very good with using a palette. I'm more of a free style kind-of guy.
I play to much Universe Sandbox2. HELP ME!!!

NICE!
Nope. For three reasons:
1) The contest isn't over yet.
2) You need to post a downloadable pack and at least three screenshots to enter.
3) From the dithering I'd say that this pack is larger than 16x, so it's disqualified.

Because he's the only one posting progress. At least, that's why I'm getting that feeling. Your reasoning may be different.
Well... at least it'll make the decision on who wins easy!
(I posted my final pack to PMC)
Come on everyone! Submit what you've finished! Remember, there's no minimum to enter!
Sorry.
