Not sure what you mean structures? Do you mean actual builds? If so, then no; resource packs can modify textures, and sounds. They can't modify whether or not something has a light source, or the hardness of a block, or place blocks (in any place regardless). So basically you'd need a mod to place the blocks, but could use a resource pack to modify what the placed blocks look like (and potentially sound like).
Yeah, as the name implies, resource packs provide the resources for the game to use, AKA assets. The files used to define the visual and auditory aspects of the game.

Mojang doesn't even have a good way to add structures. They still code each one by hand.
