In the vanilla Minecraft animation method, the frames are always perfect squares and the size is determined by the width of the animation strip. There's no way to specify anything else.
You may be thinking of Optifine's animation method which allows you to define custom areas. That's not covered in this tutorial, though, and would be off-topic. Please feel free to make your own thread asking about it in the Resource Pack Help forum.

Yes. Place it on the very first frame after opening the world.
I know that's a poor solution, but that's how it works. Animations in Minecraft are based entirely on the world's time. Blocks and paintings have absolutely no concept of when they're placed into the world. They don't have internal timers since there's generally no reason for them to. So apart from modding the game to make this happen, there's no way to do what you want to do unfortunately.
I can at least try whether it's possible to get around the problem. Eventually, is there a way to get the world's tick? So that I possibly could create a conditional command block that starts off the animation when the world's time variable is multiple of the number of ticks of the animation.
That's because I would like to create a sort of television that makes the picture/video summon when a button is pressed, so I have to make the video start when I want from the very first frame.
