I'm going to have to go with Stock32 by the marvelous Dack105. Not only is he talented, but also extremely good looking, but that's beside the point. His textures are considered a revelation to many texture artists here in the forums, and you would be doing yourself a disservice by not downloading them repetitively.

best 32x pack? vattic's faithful. Or at least that is according to the statistics. And if you would have asked best 16x, then it would be oCd. If you asked for the best overall pack, then it would be bdcraft. This is all according to popularity. Personally though, I have never loaded any of the above mentioned packs with the minecraft client.
I'd say Derivation by the wonderful Levaunt is the best 32x pack.
Derivation has been discontinued, though. There seem to be a few continuations floating around, but there doesn't seem to be any official continuation. Conquest is pretty good, if you like JohnSmith style. It uses heavy CTM, so MCPatcher or Optifine would be worth looking in to.

The End is Extremely Near (Discontinued, though it has a fan continuation), and Will's pack are my favorites, and their work are wonderfully done. Realistic, apocalyptic for the first, bright and cheerful for the second.
