It would depend on what the two people in question agree upon, but I think giving credit should fall under the realm of "common courtesy" for someone helping you out.
How exactly does one even START to make textures? I can get the files, I can come up with a theme, but how do you all actually do the art? I assume it's not pixel by pixel on a 32 by 32 pack, or if it is, then how in the world is that done.

Well it depends what you want to achieve. for most textures I start the same way I do when I paint miniatures. Basecoat then highlight after highlight, finish with shading and then finally some touchups.
I'd say there are 3 main categories for textures (atleast 32x), there is the pure pixel art such as Levaunt and Dusty's work, then you have the realistic type with no palette restriction such as ozbillo's battered old stuff (although it was originally designed for 64x). The third type is a blend between realistic and pixel art, it's basically pixel art style but with a non restricted palette. Pixel art is most commonly denoted as the usage of dithering and hue shifting. The people who claim they do pure pixel art simply use a limited palette. More common than not "pure" pixel art uses roughly 3-10 colors per block (it depends on the block, if there is wood and stone on a block youd need some gray and/or brown colors and hence you'd use more colors for that block vs a plain stone or wood block)
It might be wrong to say that there are only 3 types of textures when it's more of a scale,
"pure pixel art <----> max realism"
If you ever used john smith pack, you'l see that it is pretty much right in the middle. Other packs such as glimmar's steampunk is close to the middle but veers towards realism, same with conquest and a few other packs.

To get this thread turned back to the direction it was going when it set out, Corner_g and I have had some success making this concept work.
I wanted mob textures for an upcoming pack, and he wanted a melon texture for his current one. Here's what I made for him:
He's sent me some screenshots of his work on a cow... but they're still early so I won't post them. I'll let him post his own work when he's good and ready to show it off.
One thing that has been made clear so far, though, is that being able to work in the other person's style is definitely important. I don't think the melon I made fits perfectly with Definitance, although Corner_g seems to like it. By the same token Corner_g, by his own admission, has difficulty with shading 16x resolution textures so it's taking him a little longer to complete his end of the deal. No knock against him, mind you, we all have our strengths and weaknesses.
Anyway, I wanted to share this with you as a "proof of concept" kind of thing. Trading can work if both artists are dedicated to it and actually open to collaboration. I'm quite happy with how this brief partnership is going so far, and I recommend anyone who wants to stretch themselves as an artist to try it.
Oh great. I already see tons of great textures. I can't really exchange textures with anyone. Because i am a normal texturer and you guys are just like professionals. I can't exchange textures with anyone
I would be happy to offer my services, I don't have a need for any textures yet but I could make textures for someone in 16 or 32x resolutions, I see it as good practise just provide me with information on style, colours, theme and I will consider helping out. (:
