The whole "popular reel" thing is mainly based around two things: Diamonds and page views.
Since there are many stolen/remixed/flat out awful packs on site, people would just view the pack's page
to flag it, comment how terrible it is, ect.....and the pack would reach the reel just by views alone.
Another reason stuff that bad reaches the reel is because people advertise the hell out of them in the chatroom there
(often times breaking the rules in the process), and people there are more likely to see it.
Thankfully in both cases the stolen/remixed content is removed quickly, though it is annoying as all hell that we can't remove packs
based on quality, as that would clear out 3/4 of all packs on the site, and it's "squashing creativity" apparently.
Funny you should mention that, currently the No.1 holder for "Whats hot" in texture packs is someone who stole/reposted JohnSmith and labeled it "My Pack John Smith".. It's getting hit with "You stole this" comments, has hardly no diamonds, but somehow is No.1.
Basically, mines currently at No.4, with these stats:
23 diamonds
1,260 views
424 downloads
18 comments
13 favorited
The ripoff JohnSmith is at No.1, with these stats:
2 diamonds
1,750 views
1,144 downloads
4 comments

So it seems, Views (or downloads) are more important than diamonds/favs. My guess is since he's ripping off a pack, passive users don't really care all that much (or don't know better) and are just downloading his mirror of JohnSmith since it's a popular pack and is probably coming up on PMC's search results, so he racked up magic-points like hotcakes, and thus, No.1.
I'm sure it'll be removed shortly, but it's an odd system indeed. It seems to encourage the 14 year old "Instant gratification" concept, not give you a true rewarding experience from making a quality pack.

Is surely is a strange one on the ranking system, I put CH up on there today for one main reason.......so someone else doesn't do it first and give it some grounding. I've had a number of people say get an official post on there soon as you can. Its not been on there long (few hours) and is sitting in the hot list along with your good self already which is odd for 3 hrs viewing??
It wont do any harm, just seems a tad strange but then when it comes to the popular tab it all seems correct with the usual Sphax/misa/LB/John all sitting high up the list.
Oh well *shrugs*
It would be nice to see mirror packs and straight off misuse dealt with more swiftly as its pretty easy to see who the genuine pack author is with a simple search. That John smith pack should have gone in minuets due to its very well known history.

Yeah, I saw you popup on there too and figured you were doing the same thing I was, just getting your roots in so no one can swoop in and claim your pack under their submission. I also found it funny yours made it to page one within hours, mine was the same way. I mean, it is great to get the exposure, but it's such a silly system and it shouldn't be that way. In fact, paying close attention to the recent updates it looks like a lot of people are fake-update spamming, because some junk packs seem to be updated like every 15 minutes non-stop.
Personally I think it's a 14 year old's popularity contest, where merit and quality doesn't matter. All that matters is forcing maximum exposure to gain XP/Levels on the site. The entire site is also built up on the concept of "leveling up" by publishing content, on paper that's a great idea. The problem is, people get wrapped up focusing on leveling and not quality content. So they s**t out as much garbage as they can as fast as the can, and constantly do micro-updates to stay high on the list so they can level up... So yeah, reminds me of a 14 year old's popularity contest.
Either way, I will continue to support my pack over there, simply because it's the right thing to do. Like you, I don't want anyone to swoop in and post an unauthorized mirror I can't contest easily without my own roots set in place first.
EDIT: As of writing this, you just took my No.3 space, hehe
lol, can anyone find my pack on the list? I'm curious.
Right now my packs sitting at

I'll be on the last page
Edit: ...how the *beep* is my CLASSIC 1.4.7 and below version on page 2 of the 'themed' listing? It has.. nothing! Hardly any views or downloads.. no comments.. yet it's apparently ranked higher then 1.5 Glendale? wtf people really. Classics on page 2, the full...can't find it.

yeah the system is crazy, the more I try to find logic to how it works the more complicated it seems. I swear it's actually on shuffle and all the categories/sections are just for show
I don't really have a lot to add to this discussion, though there is something I though you guys would like to know. If you use a url shortener (goo.gl is my favorite) then you can link directly to CurseForge and other sites that PMC has restricted. Although, you have to be at level 20 before they let you use shortened links. I was already doing this before I started using Curse, and the analytics from the url shortener offer a much better picture of what kind of downloads you're actually getting.

Hmm, very interesting. I'll keep that in mind once I get to level 20.

I didn't know that. Thats useful
Another thing; Views/downloads work in waves. I usualy get 20-45 dowloads a day. When I post an update log, I instantly get boosted to the front, getting WAY (10x+) more many views and downloads, as well as comments and such. If your lucky enough to become a "popular pack" (I was for a while) then you get this amount that entire period. Planet minecraft users pretty much just look at whats on the front page.
They should really come up with a better system for popula packs and this kinda stuff. The MCF are so nice because we are a lot harsher...somebody posts a bucket fill, and it disappears pretty soon.
One thi9ng that erks me about PMC, is how their feature items work. It seems to grab whatever random nonsense it wants to to post in the big headers as the 'hot file', and this includes a lot of the flat color packs or random scribbles or even packs with just a few badly done blocks done, with few views.. few downloads, and it's a 'hot' file already?
This here is already a hot file right now, and it's another simple pack default flat color edit. But it's the newest hot file, overshadowing many other amazing packs posted that have more views and downloads then.. that thing.
just as I read this, I go on PMC and see this:
Popular?! Are you kidding me? Thats just another cruddy simple pack.
Popular?! Are you kidding me? Thats just another cruddy simple pack.
Exactly.
It's all about 14 year old instant gratification. Make as much garbage as fast as you can, publish it as soon as you can, update it as much as you can. I also noticed BDCraft is an "MC Sites & Friends" affiliate, isn't that a bit bias considering it's the only texture pack on that list?
I guess we should all be thankful it exists, because all those kids would be over here if it didn't.
Yeah I used it but MCF was the best website I used, because texturepacks, mods and maps were original...not like the PMC they stole ideas from texture packs or copy skins.

You missed the best part:
I really don't get how this happens. They really need to change the system :/
Irony?
But it's so confusing
