So, I know some people don't know how to put up a texture pack, but want to. Well, this guide will help you!
First off, do not use adf.ly first. Sure, if your pack is popular, and you want some extra bucks, put it as an alt download. But for new packs, use things like mediafire or dropbox.
Upload it to one of those, although you have to register. It's free. Just for reference, dropbox is a direct download, while mediafire is not.
Mediafire
Mediafire has a menu, and is not installed on your computer. You can track the downloads, but sadly you can not update your file. You must keep uploading newer versions. Also, it's a lot easier to get the link. Just copy it.
Dropbox
Dropbox is a bit harder. For one, you have to download it. It's just gives you a folder, and you can link it through computers. Unfortunately, you can not track your downloads. But, unlike Mediafire, you can update your files. Once in the folder, go to the Public folder.
After that, copy your texture pack into there. Right click on it, roll over to Dropbox, and click on Copy Public Link.

With Medifire, upload a newer version of your file. Select both items' check boxes. Right click (or go to the "actions menu") and select "Update file". Now, click the "Swap" button as mediafire seems to ALWAYS think you want the older file to replace the newer one first. It is helpful to recognize the URL of the file. Now, it is updated, and the URL of the file has not been changed.

You can upload to Dropbox just by uploading the file directly. The program is most something just for syncing and ease.

It's a bit outdated but yes, it's still largely relevant.
Though Mediafire kinda stinks now. I recommend using Dropbox, which actually has a decent browser-based interface now so you don't need to download/install it if you don't want to.
