For all versions of Minecraft! - REQUIRES OPTIFINE!
This is a custom sky pack that adds the Omega Nebula to the skies! It's a lower resolution compared to my usual ones just for those who need lower resolution skies for performance!

Yes. I use the latest version of optifine on the latest version of the game, 1.13.2. I have all of the custom sky and moon settings turned on, but the custom sky will not load into the game, any help would be very appreciated.
There are no hidden settings. Sounds to me like you've done everything right. Any shaders on? What's your view distance? View distance must be a minimum of "8". If you want you can try changing the pack type to version 1.13. Simply open the texture pack pack.mcmeta, where it says "pack format", change the "2" to a "4". 4 is the current minecraft type, but I make mine a "2" because it's universal for skies and works for all versions (or should as it has been tested).

I do use a shader. It is sildurs enhanced default [redone] v1.052. I tried not using the shader with the pack equipped, it still did not show up in the world. I have my view distance at 8, and I just the changed the pack format from 2 to 4, still nothing :(. I can only get the sun and moon to work for some reason, nothing else

This is indeed very peculiar. Do texture packs/custom skies from anyone else work? Have you tried a different version of minecraft?
