THIS PACK REQUIRES OptiFine 1.9.0 HD U E7 (or newer) IN ORDER TO WORK as it relies on Optifine's Custom Entity Model features.
Player Villager Models is an Optifine resource pack that uses CEM to replace the models of Villagers, Zombie Villagers, Illagers, and Witches, with player models. The models re-create player walking and idle animations in order to make them feel more like NCPs you would find in a mod or even actual players.
This resource pack's models follow the 1.8 "steve" skin format so you can use any skin you would like with them. There's also a premade mcpatcher mob folder in the pack so you can easily add new skin variants.
Just install it as you would any other resource pack, and run Minecraft with the right OptiFine profile.
Terms of Use:
Anyone is free to use these models and villager textures in their resource packs as long as they credit me (SixFootBlue) and provide a link to this pack if possible.

Edit: Ok heres a proof of concept addon to this Download
Basically converted all the skins from This Post of xbox skins from 1.7 to 1.8 then put round 140 into each of the 5 villagers, it adds 700 new skins(Warning, I tried my best to clear out cruddy conversions....)

How about sounds? While silence isn't fun either, since villagers don't break blocks, they only open doors. There isn't anything to notify their existence other then footsteps and flapping doors. So, any sounds that would be appropriate to 'NPC players'?

Since I have masculine and feminine villagers in the pack, I'd probably find someone who could record some androgynous sounding "human" sounds, but that'd look a little odd with certain skins. jckfrbn's addon just uses silence, and it seems more fitting to me, since actual players don't make noises in-game aside from the hit sounds.

(Like a head icon "tear drop", a yellow ! above there head, or particle effect texture?)

Not that I know of... I looked at the documentation on OptiFine's github and there's no section specifying files for zombie villagers, so I guess it's not a feature yet. I will put something together if it does get implemented though.

That's more a question for the ItemBound thread than this one, haha. I don't think random item textures is possible. If it is, I'm not sure how useful it'd be in that context, since your texture would probably change every time the item is taken out of a stack or removed from an armor stand or item frame.
Right now all of the villagers can only use one model, and I can't construct the base model in a way that supports both steve and alex formatted skins.

And no it wouldn't be too difficult to edit the arms. You just reduce the X scale by one pixel, and maybe move it in a little to account for the size difference, but I've yet to try it.
