I loved Red Alert 3 and when I saw CNCminecraft had decided not to continue publishing this pack, I just had to pick it up. They have been very gracious and gave me permission.
I have decided to not only continue the pack but bring it to full x32. I have started with the menus (since I needed to update them anyway) and I am very pleased with the results. I will make certain the new textures make minecraft look more and more like the game.

Uh... your permission link leads to a page that does not exist.
Also, I'm going to move this to WIP Resource Packs until you get a proper download for it. Feel free to let me know when you'd like it moved back to the main section. (Reporting your post and asking for it to be moved will also do the trick)
I can't say as I'm particularly thrilled with this pack for a change. Maybe it's because it's in transition, but it doesn't feel like it fits together well. There's blocks with a lot of noise and wave, and others that feel very flat. Some with outlines and some that are more organic. I dunno. It just feels more like a mashup of other packs than a single unified pack to me.
I guess I'll reserve judgement for when it's finished and up-to-date.
Than you very much Alvoria. Teaches me to start a post when I am exhausted. Your comments on the missing content are now repaired.
As to your comments on the textures. I can only say they are very fair. Thus my plan to take the pack to full 32x32 and give it more consistency. Thank you for the nod to the quality of my work. I have decided to initially release this pack in its mostly original state. I need to bring the fans along with me on this pack. I have a plan and I know when I am done, this pack will bring as much of Red Alert 3 into Minecraft as I humanly can.
