I would for you too add custom fishing rods. There are the loot tables which make fishing better so I would really appreciate it if you add unique textures for the fishing rod. Also a fishing outfit would be cool.
You can retexture the base snowball texture just fine. The issue is that once you throw the snowball, it's not an item anymore, but a projectile entity, so it doesn't carry over the item's nbt data.
The "curse" is added with commands in the loot table. It's not something you can get through conventional crafting. I can't make special items craftable from cursed diamonds either.

Dude, either it's possible or it's not. There's the method of using item durability to swap out models, but that requires the use of command blocks to obtain the item. I'm working off of Optifine's features, which currently don't allow you to swap out different .json files yet. I'm not a programmer, and Optifine's source code isn't open to the public either, so assuming there is a way to figure it out, I can't for multiple reasons, and would have to write up a new mod from scratch regardless.
Can you please add one that doesn't have the retextured vanilla items? If you can't can you at least make a version that replaces them with faithful/vanilla textures? I tried doing it manually, and I ended up with axes and swords half the size of my character.

I would rather not, just because I want to avoid directly taking vanilla textures as much as possible. Also I'd need to get permission to use faithful textures I think, and even then they'd be a different resolution than the rest of the items.

Your not stupid but you see if you split the texture so you have two models in the same .json file and make it so whichever texture is being used will display on the model

I did try that before, but unfortunately you can't swap off textures from 3D block models. It only works with generated models, which you can't have more than one of.
Check Options > Video Settings > Quality and make sure Custom Item Textures is turned on. Also make sure you're using v1.4.
