I think you should be aware that most entities (excluding those that use item models) currently don't support custom models because they are still hardcoded.
Meaning that you can make models for the armor that appears in your inventory but NOT armor that displays on players.

You can not make a mesh for armor, and most entities for that matter. They are still coded so you can not do so in resource packs. Thus, the only way you could do this is though a mod, not a resource pack. I am sure they will add support eventually. Sorry
