So in my resourcepack my entire sound file is missing and sounds are playing by default. Can I add the folders that i want to change and leave the others out or do I have to add them all back. (can i get a download for the 1.8 sound folder).
Also some of the items textures i edited now have a white square around them and I was wondering how i could too fix that.

If you are creating a low-resolution resource pack, I would recommend PikoPixel which is a fast, free, MS Paint-style Mac application that supports transparency. However, if your resource pack is high-definition (larger than 32x32), you will probably benefit from the advanced features of GIMP.

If you need toe default sounds, then open up the jar file and extract it. It would be illegal for someone to provide it for you.
