O.K, let me get this straight. It's not really a resource pack. It's only for making custom splash texts in the main menu, but it's still kind of useful though. Now to the main thing. Custom Splashes - a resource pack (sort of) that allows you to change Minecraft Splash Texts without the use of mods! There is a "README" text file in the .zip file that tells you what to do.
