I discovered that when looking at the End Portal block (the part that animates) from beneath, its invisible, which is an inconvenience for me as I was hoping to use that "starry sky" design for the ceiling in a build of mine. It is on my server, and I was hoping to have a resource pack that everyone downloads when they log in, so when they see my build, it will automatically have this texture for everyone.
Is there a texture pack out there that has added the animation to both sides of the block?
Is there a way I can do this?
Is there a way that I can retexture a different block in the game to have this effect on all sides?
Note: I am a complete novice when it comes to editing texutres for blocks, especially when they're animated...

The End Portal block is actually invisible, the texture that you are seeing from above is actually the Tile Entity data called "Airportal" that's part of the End Portal block & it's this Tile Entity that's rendered. It's a one sided entity & the texture is uses is not actually animated. The texture that is used by the End Portal tile entity Airportal can be found in the /entity folder & the texture is named "end_portal.png". The texture is just an image. This texture is not even animated. The reason why it appears to be moving is because the texture is taken, has different colors applied to it, then it's layered on top of itself multiple times & each layer is then turned/rotated a certain number of degrees & then each layer is moved slowly forward in the direction it's facing.
The actual End Portal block has a hitbox as big as carpet, but the Airportal texture is rendered/appears at 7/8 a block height.
But beside from the technical break down of how the texture for the End Portal actually works, I'll get to actually answering your question. As I have explained above the actual End Portal block doesn't have a texture, so you can't actually apply a texture to the End Portal block in Vanilla Minecraft, nor could you do it in MCPatcher or Optifine, as any texture you assign to the End Portal block will not be rendered.
Can another mod be made so you can assign textures to it &/or change how the End Portal block renders? Yes
Can you texture another block to make it look like it has the Airportal texture effect on all sides? Yes, but this will have to be an animated texture for each side of the block. This could also be really easy or really hard to do.
