Just so you know what a bucketfill is, most people don't (and that is why we get a million of them), sorry if I seem nagging but we do get about six of these packs a day.

Well to start I would recommend Gimp as your main drawing program. It is free, and it does many fun things. http://www.gimp.org/
I use Colourlovers to get cool palettes for gimp, it is optional but if you want to have a palette pack... http://www.colourlovers.com/
Other than that, nothing comes to mind. I hand draw my textures... well my texture (I keep drawing and redrawing dirt to get the blasted thing to tile right), so all I really need is a scanner XD
Ok, I have to hit the hey, but I leave with an idea, tell me what you think. I could make the dirt look like mud, but not too muddy. Since mud is boats are wet I thought it could be appropriate. Bye, c u later!
Definitely. And for the fact of the whole "nothing to show for it" no one will actually have interest in the Pack if they know nothing is being made of it. Pictures will be up soon.

Download literally any 1.7.x texturepack and use it as a reference for file structure. Just be sure not to use it's textures for anything.
