I have absolutely no idea what you were saying near the end there, but honestly, if you don't want to put the work into making a pack, don't do it. Simple as that.
And that's the problem. A lack of effort. Something that produces no original work. There are enough people wandering around 'creating' things for recognition, and we don't need more.
To add to this, some people have made jobs and careers out of digital media, such as texture packs. This is something many people take seriously.
