I wrote that at the very beginning of my work on this pack. Back then, I did not think there was a way to have random, animated textures. Now that I know I can, there is no reason I couldn't animate dirt. I don't know if I will though. Maybe
You should take off the animation for the glass. Glass doesn't do an animation in real life and it would be better without an animation for glass
Good thing this isn't real life: woohoo! But seriously now, if you don't like the texture you can cimply remove it. Easy peasy. A simple google search could tell you how. But as far as removing it all together? Well, I rather like it, and know several others who do. So I'm going to have to decline.
I think for the tall grass you should animate a bit more than the ends to wave, it seems a little bit too less of movement. And maybe the Saplings a bit less waving, looks as though they're in the middle of a town in their own little tornado season. Also, slowing down these waving animations would make it looks more suttle. Also tools, swords and armor and other things using our fine materials should have a bit glint, along with the Wither (Relation to Nether..?) Star, those various ingots/gems. Another animation should be having the sign and nametag have text written on them, then erased and written again. Redstone related items should also have a pulse to them, including the trapped chest. The compass with a [N - E - S - W -] dial would be awesome too. Various mob animations with blinking would be rather interesting as well. TNT and Fireworks having a lit fuse. Maybe a bit of rattling on Eggs and Spawn Eggs.
These are not requests or a begging wall of text. Just suggestions.

I could actually help with a couple of those animations- but I cannot do mobs. I just don't know how to do it easily.
Of course, for a higher quality animation, I may have to use a higher resolution. But I'll see what I can do with both.
Currently working on: Egg shake. Proved to be a little difficult for me. I'm not good at movement. Just effects.
Im not a fan of texture packs myself unless I find it really good personally so naturally I love the vanilla textures, I was waiting for someone to do this
