You simply make a fixed ctm file with block85.properties as the name. (Obviously you use other IDs for nether brick fences and fence gates.)
I used Derivation RPG to find the parts of the texture that fences take up.
Optionally, you can do as I did and make the fence poles connect vertically.

Edit: It might just be me, but I opened your ctm1 image, so I could use vertical fence textures as a shape base, but when I opened it, the image had no transparency. Like I said though, it may just be me.

This is great work. I love cartoony-simple packs, as you know that are 16x16, and I especially love how this, at least from what I've seen, hasn't been done. The colors are great and draw me in. The only thing I don't necessarily like throughout this whole pack are the furnaces. I like to put my furnaces in cobble stone walls/etc and it doesn't quite....fit? Anyways 10/10. +1. I looks forward for mobs and all items to be completed, as this is now my new favorite pack that ill be using for a while. Great work.

Anyway, I saw a review once that said that the entire nether looks too close to the same red, so nether brick is now purple, and netherrack has been lightened a bit so soulsand stands out more. Although the pack already featured custom fences, the top of fences still looked normal, and that has since been fixed. Chests and Enderchests have finally been added, your base can look more complete now. Finally, the bow has been changed, complete with an exaggerated curving when fully drawn and flashy blinking!

Anyway, I saw a review once that said that the entire nether looks too close to the same red, so nether brick is now purple, and netherrack has been lightened a bit so soulsand stands out more.
