I want to use a new texture pack in my minecraft game, but I can't find any I like.
I want it to:
-completely change the world into something else. Like I don't want 'stone' to be 'a different kind of stone', I want stone to be chocolate or circuitboard or Cthulhu's tentacles or BURNING JUSTICE or something...
-change the Nether and The End. I've seen a lot of packs that look good in the overworld, but completely ignore the other dimensions.
-have a resolution of 16x16. My minecraft is completely vanilla,
-keep the 'special' blocks feeling special. I don't like it when Obsidian or Bedrock just looks like a darker version of stone.
Is there a texture pack out there that comes anywhere remotely close to this?

You want the texture pack to be 16x16 to keep it "vanilla"?! If im reading this correct, chaning anything in minecraft makes it NOT "vanilla". Even if the texture pack is 16x16.
I can recommend you a pack that I personally don't use but thought it was amazing and fits your Weird perimeters a little more than most.
Other than that, your requirements for a texture pack are rather specific. It's doubtful that someone will go through the trouble of finding one that meets them all. You most likely will have to take the route that MeteoRaziel suggests and just trawl through a bunch of texture pack threads and compile your own from bits and pieces.
That's what I had to do since I am so particular about how my MineCraft looks; I take textures from 27 different texture packs for my personal one.
Yeah, i figured I was asking for a bit much, but it was worth a shot.
Also by 'vanilla' I just meant I haven't used any mods, so my game can't support textures other than 16x16.
I actually already have the 'High on Sugar' pack, but it's just not quite what I want. Too many of the textures look too similar. And too many others just look boring, like obsidian, bedrock and Endstone. And the fact that Nether Brick is the EXACT same color as Netherrack, so you won't see the Nether Fortress until you run right into it, and see the different pattern on the blocks. I love the idea, but there's just too many small complaints for me to want to use it.
I'm trying to make my own texture pack, but I usually don't have the patience for doing the pixel art, so I haven't made much progress. I wanted something to liven the game up, and maybe give me some inspiration till I'm done with mine.

Or you can compile some textures with customizers around.
