I've seen someone make something better in MSPaint, only using other programs to add in transparency. Software is not a reason for anything.

Something being a work in progress doesn't mean anything goes. Have you even seen any other 16x packs? They most certainly do not look like default!

Paint.NET isn't the best either, but I've been able to do far better than you have. Like I said, software is no excuse.
