The better weather texture pack changes the look of snow and rain to make it more dense and harder to see through. It makes it look more like a snowstorm or rainstorm. This texturepack could be useful for people that want to add another twist to their minecraft experience or to make their hardcore survival more hardcore.

I changed it so that it looks more like a storm so the weather would stop you from going places and make it harder to see when raining or snowing.
I don't think you've ever seen a storm in your life;
I fail to see why anyone would want to force themselves to wait out precipitation for the sake of challenge.
Besides, 2 texture don't really contribute a texture pack.

Ok, this took maybe 15 minutes, tops. A REAL texture pack, takes 2-3 weeks to get done, longer if it is really good. So no, this is not a texture pack.
